SUMMARY:

The occurrence of rainfall, as well as the different demands for water use, have a spatial and temporal heterogeneity, that is, they are distributed unequally in several regions and countries of the world. In addition, water demands have increased substantially in recent decades due to the process of economic development, increasing the risk of water scarcity. A solution traditionally used by society to meet water shortages has been the construction of reservoirs. These constructions can potentially reduce the difference between water demand and water supply, caused by non-uniform temporal distributions, and are an important resource for regularizing water supply. However, in some situations, the increase in demands exceeds the capacity of regularization of the basins. Thus, inter-basin water transfer projects are an important engineering measure that can guarantee access to water, transferring water from one basin with a larger quantity to another with greater need for supply. In this context, the water transfer projects between basins under development in Brazil, specifically in the northeastern semiarid, is the São Francisco River Integration Project (PISF). Therefore, the general objective of the present study is the definition of technical criteria for the operation of water reservoirs in the context of inter-basin water transfer. The study will be developed and applied to the Engenheiro Armando Ribeiro Gonçalves (ARG) reservoir, located in the municipality of Açu in the state of Rio Grande do Norte, inserted in the Piancó-Piranhas-Açu Hydrographic Basin, this reservoir will receive PISF waters. This research will use the operation of hedging rules method, in which a rationing factor is applied to demand to save water for future use. For this, simulations of the water balance and optimizations of the operating rules will be performed with the multi-objective genetic algorithm in different scenarios, considering variations in the input flow (with and without the exogenous flow of inter-basin water transfer) and change in the demands.
