SUMMARY: Due to its transversal nature, the tourism sector has been forced to permanently adjust its operating structure. As this sector is extremely dependent on human resources (HR), it is crucial to invest in strategic HR management as a way of ensuring that the sector's HR can respond fully and promptly to the sector's permanent challenges and demands. In this sense, it is important to pay special attention to training, as it is a critical factor in terms of the qualification of tourism professionals. Vocational-technical education (VTE) plays an important role in tourism training and the teaching models adopted in training are decisive in the quality of students who will enter the job market. In this context, the competency-based learning (CBL) model emerges as a strategic ally to the VTE insofar as this model contributes significantly to reducing versus mitigating the discrepancy between the level of training and the competencies required in the labor market. The research aims to understand the adoption of the CBL in the Vocational-technical education training programs in tourism in the Inhambane Municipality (IM), in the period 2019-2022. Regarding the methodology, the research is qualitative, descriptive and exploratory. The research will be guided based on the dialectical method, which in turn will be substantiated by the analysis of discourse and content. Interviews and surveys constitute the data collection instruments defined for achieving the research objectives. The interviews will be applied to managers of tourism VTE institutions in IM and employers. Regarding the surveys, these will be applied to those who graduated from tourism training at the IM's Vocational-technical education institutions. The following instruments will also be analyzed: (i) Mozambique’s Vocational education Law and (ii) Programs of the different tourism courses of VTE institutions in IM. To support the analysis and interpretation process, data triangulation will be adopted. In this context, the research will present: (i) the ways of applying the assumptions of the CBL model in the programs of the VTE institutions in tourism in IM, focusing on the articulation between theory and practice; and (ii) the needs of employers in the tourism sector in IM, with regard to the knowledge and skills of graduates of VTE institutions in tourism in this area. With regard to theoretical contributions, the research can serve as a tool for defining strategies for the effectiveness of implementing the CBL in tourism programs in VTE institutions, taking into account the (current) dynamics of the market and the tourism sector. On the other hand, the research may serve as an instrument to guide the design, development and implementation of training programs in tourism, with a focus on the CBL model, by VTE institutions. Regarding the social implications, the research intends to reduce the existing gaps with regard to studies related to training in tourism in IM, focusing on the application of the CBL model in VTE institutions in tourism in this area. In this way, it will be possible to have an in-depth overview of the training process in tourism in the VTE institutions located in IM, with a focus on the applicability of the different training courses in the labor market. It is expected that the research results can, to a large extent, contribute to the qualification and employability of graduates of VTE institutions in tourism in IM; for the improvement of the services offered in the tourist sector and, finally, for the international tourist competitiveness of the IM destination, in particular, and of Mozambique, in general.
