SUMMARY:

Crises and instabilities have been a defining characteristic since the beginning of the 21st century. Consequently, a series of debates, stimulated by organizations such as the ONU (Organization of the United Nations), incentives global awareness about the measures needed to reduce vulnerabilities under social, environmental, political and economic aspects, as well as actions to promote resilience in cities. Besides, tourism faces increasingly complex scenarios. The frequent climate changes and the necessary adaptations to deal with the intense and current crises of the most diverse orders, demonstrate the challenges to think about tourism planning and resilience in cities and regions that develop tourism activity. Responsible for planning and carrying out actions of prevention, mitigation, response and recovery to risks and damages suffered by the population in cases of disasters, the Civil Defense can be an allied institution to achieve the goals of resilient cities and destinations. In view of this, this study proposes to understand the relationship between the actions of Civil Defense and the reduction of socio environmental vulnerabilities for tourists in the destination Rio Grande do Norte. For this, the potiguar tourist cities are characterized, taking into account the most recent Tourism Map in Brazil (2022), as well as data from the Contingency Plan of Natal (2019-2020), which presents the set of actions foreseen for emergency situations in the municipality, S2ID (Integrated Disaster Information System) that integrates information from the National Secretariat for Protection and Civil Defense - SEDEC, in addition to the Brazilian Atlas of Natural Disasters, which displays a diagnosis of disasters and the history of these events that occurred in the Potiguar territory in the period between 1991-2012. From this investigation, the gap in the municipal contingency plan of Natal, capital of the State of Rio Grande do Norte and one of the most visited destinations in the Northeast region of Brazil, which does not take into account the seasonal periods in which the city holds a population well above the number of inhabitants, is verified. To arrive at the indicators in this study, the DPSIR (Drivers/Pressures/State/Impacts/Responses) methodology is used, also known as PEIR (Pressure/State/Impact/Response). This method, already used in international research for tourism planning, allows information to be obtained from the combination of data with methodological consistency and scientific validity. As a result, this work expects to awaken the agents involved through a primer for the reduction of socio-environmental vulnerabilities in the destination Rio Grande do Norte, under the expectation of benefiting the population that inhabits and also those who visit the destination.
