RESUMO:

Contemporary societies are becoming increasingly digital. Travelers are increasingly using technologies such as smartphones and applications before, during and after the trip. Public or private tourism organizations must also migrate to the world of smart tourism as companies with more advanced information systems can react faster and make better decisions. In this context, tourism begins to adapt to this new reality that the digital world has promoted, with the emergence of smart tourist destinations, adapted to a new, digital environment, which is beginning dominated by the products and services provided by smart tourism technologies. Countries such as Spain and China have been committed to these trends for some years and focus their efforts on developing their destinations. The thesis objective’s is propose a methodology to classify the levels of governance in Sun and sea smart tourism destinations, based on an evolutionary scale of governance processes’s improvement, inspired on the Spanish experiences. The methodology used in this work began with a systematized review of the literature based on the protocol of Kitchenham (2007) for software engineering and confirmed the existence of a theoretical gap. Based on an inductive approach, the models of governance of the smart tourist destinations of Malaga and Marbella in Spain will be analyzed qualitatively, seeking to understand their governance processes to develop a methodology for classifying governance levels for Sun and sea destinations. The research is characterized as exploratory and descriptive, and the technique of categorical content analysis will be used.
