GOVERNANCE IN PROTECTED AREAS: analysis from the perspective of tourism, recreation, and violence in the Utinga/PA State Park and Parque Estadual Dunas do Natal/RN.

Socio-environmental conflicts are part of discussions in the context of protected areas, related mainly to human actions causing effects on natural resources or even on social issues linked to: exclusion of residents from areas, not democratic participation of the communities in the decision-making process of the UC's management, and episodes of violence occurring in the surroundings. Considers that these aspects tend to influence the development of tourist and leisure activity in urban parks. Thus, it is understood that the advice UC's managers should seek a participatory and integrative management, based on the principles of good governance to minimize these impacts. The object of this study consists of two state parks, the Utinga/PA and the Dunes of Natal/RN, Since both belong to the category of national parks, which encourage visitation and eco-tourism, In addition, are in Tourist Hubs, and are representing the number of annual visitation, It should be noted that in both have been noticed some episodes linked to violence and are inserted in cities with high violence index. In this way, the overall objective of this research is to analyze how the perception of the fear of violence has influenced on visitation and in the governance of the Managing Council of the Utinga/PA State Park and State Park dunes of Natal/RN for the development of leisure activities and tourism. Thus, for construction of the bibliographic surveys were conducted research and theoretical and methodological discussion document on the subject. The character is descriptive and exploratory research, and we intend to use a qualitative approach based primarily on the technique of content analysis. In addition, it being understood that the theory of social networks can contribute to an analysis of the relationships between the members in the management processes, It is intended to use Pajek Software for a network representation of these relationships. The expectation of the study focuses on the understanding of governance performance of Utinga parks and dunes of Natal, in order to list the major weaknesses in the management of these areas when it comes to leisure, tourism and violence in the areas.
