SUMMARY:

This study deals with the phenomenon of tourism in the context of protected natural areas, where tourism practices are inserted as influencing the development of localities. However, it manifest costs that reach the economic, social, cultural and environmental dimensions, through a coordinated interconnection. Thus, the objective of this research is to understand how the governmental actions responsible for the development of tourism, have been impacting socially, environmentally and economically on the riverside communities of the Combu Island, a protected area (Belém - Pará). Therefore, to achieve the objective of the study, bibliographic and documentary surveys will be used, which will form the theoretical basis of the study, as well as assist in the construction of data collection instruments. The theory of capacities and local development will support this study, as well as serve as a basis for the analysis of the data collected regarding the development process in PNAs and the relationship that occurs with the structuring of tourism practice. This is an exploratory research with a qualitative and quantitative approach, which will use forms and an interview guide to collect data from the target subjects of the research, as well as using the critical discourse analysis method to understand the data obtained. It is expected that with this study, to demonstrate to society the need to implement actions that seek to delineate public spaces for the visitor and or tourist that clearly provide opportunities for the movement of financial resources, but, above all, for the resident population. Certainly, it is questioned the occurrence of sustainable tourism in the PNAs, whereas the relevant public policies in to social, environmental and cultural dimensions are not placed as priorities to meet the demands of the population.
