RESUMO:

In current's world, the tourism phenomenon operates on the capitalist reproduction system, associated with the acceleration of international investments that concentrate the circulation of goods and services, people, information and capital. Given this, the territorial dynamics obeys the relations of interest embraced by the exogenous projections. Therefore, we seek to study the tourism process in the territory of the Bazaruto Archipelago in Mozambique considering the role of tourism and the need to improve the living conditions of the local community, especially regarding the implementation and improvement of tourism public policies. This research is based on a qualitative, approach through the researcher's direct and interactive contact with the research subjects. The bibliographical analysis has as reference for this debate the expansion of tourism that is marked under the effects of capital production. It also relies on authors such as Sen (2010) and Max-neef (1998), who promote development based on valuing people and social groups through the expansion of individual and group capacities. The results show that tourism as a socio-spatial phenomenon under the aegis of the international market allows the large corporations to seize the territory. Because of this, not all territories develop equally, since the priority and particularity of each territory is paramount for the distinct socioeconomic and cultural frameworks of the place, and it is necessary to consider the power relations and patent public policies. Companies manifest themselves in a hegemonic manner, in addition to having a technical base in which intentionality are increased aiming at capital accumulation, leading to aggravation of socio-spatial segregation and increased vulnerability of the indigenous population.
