SUMMARY:

The main objective of this research is to bring to light to the "myths and truths" within the scope of the economistic belief that tourism contributes to development by providing well-being and raising the quality of life, especially for the local communities of tourist destinations - in the present case of the Municipality of Inhambane (MI) in Mozambique. From a methodological point of view, in the 1st phase, named research planning, the bibliographic and documentary research, definition and operationalization of the research variables, observation and preliminary exploratory interviews are being carried out, basically to problematize and define a theoretical framework that will guide all the research, the data collection instruments will be defined, namely the interview surveys for the local communities through 04 focus groups, for the Provincial Directorate of Culture and Tourism, Tourism Council and Provincial Association of Hospitality and Tourism; Surveys by questionnaires for agents and tour operators. Sampling will be by judgment on one side and in focus groups for contact with communities, on the other, the latter from the beaches of Barra, Tofo, Tofinho and Cidade de Inhambane. Systematic observation guides will also be defined for variables related to local and human development based on tourism in MI. In the 2nd phase, the fieldwork, the aforementioned data collection instruments, will be applied, aided by the authorized capture of voice and images. In the 3rd phase, the results will be analyzed and interpreted based on the main technique called content analysis founded on insightful reflective and critical interpretation; in addition, tabulation and coding, comparison of the MI with other realities, calculation of frequencies and presentation of charts, tables and tables will be applied. It is hoped that the research will bring results about the myths and the reality about the contribution of tourism in improving the well-being and raising the standard of living of MI communities. To this end, the characterization of tourism dynamics will be carried out to assess the current level of the general tourist offer in MI; the existence and applicability of public policies for tourism in promoting development in MI will be investigated; and we want to understand if the local communities actively participate in the tourist business and in the decision-making system in general, to make the most important choices that can improve their lives. Since, based on the widespread belief that tourism contributes to development through the generation of work and income, a multiplier effect, stimulation of micro, small and medium-sized companies, etc., quality and sustainability are left aside. The employment provided from tourism, sometimes without legal ties, the generation of income due to the seasonality and sustainability of tourism, equity and socioeconomic integration; also, there is the marginalization of local voices in the participation in important decisions and choices that provide socioeconomic comfort, contrasting with the concept of development. Thus, it is within this, uncertainty, that we intend to discover the myths and truths about this dilemma in IM.
