SUMMARY:

This thesis intends to present the new creative ways of planning and managing the
cultural heritage of cities, taking as a starting point the contexts, strategies, actions,
causes and consequences before a possible dynamic of production of an urban
space aimed at the sustainable development of cultural tourism. In view of this, the
main objective of the research is to analyze the dynamics of intervention in the
Historic Center of Natal/RN by the Associação Viva o Centro de Natal - AVICEN, in
the perspective of a creative initiative for the management of cultural heritage and
diversification of local tourism. Regarding the methodological paths outlined, the
study is characterized as a social research of qualitative approach, whose data
collection will be carried out through bibliographic and documentary research, semi-
structured interviews and direct observation. The data analysis technique will be
discourse analysis and the method of approach that will lead the interpretation of the

data will be the hermeneutic-dialectic typology. The results observed so far confirm
the hypothesis that the dynamics of AVICEN's intervention in the Historic Center of
Natal, despite being an initiative of innovative management in the locality and with
traces of creativity, lacks dialogue with the organs of heritage preservation and
tourism planning, so that it cannot contribute to the diversification of local tourism. It
is interesting to contribute with the proposition of theoretical and methodological
guidelines for the integrated management of the cultural heritage of the Historic
Center of Natal, based on the precepts of creative cities and responsible tourism.
