RESUMO:

The global importance attributed to environmental and social-cultural heritage reveals several possibilities and challenges for the tourism development in protected areas (PAs). The tourism concessions programs in national parks appear as a financial alternative to balance tourism development with environmental heritage conservation; however, the challenge involves issues that go beyond economic efficiency. The modernization process of post-industrial societies and economic progress not only contributed to the consolidation of tourism in protected areas, but also highlighted the contradictions that undermine their own development, revealed through crises and natural disasters the fragilities of this system in the face of uncertainties. The development, sustainability and complexity paradigms awaken to other possibilities on risks interpretation associated to the protected area tourism systems, which suggests that the fragilities would come from a range of elements and processes that limit their capacity of response, recognized as vulnerabilities conditions. Believing that concession’s programs can limit the tourism system capacities of response through some structural elements, this research aims to analyze the weaknesses of the protected area tourism system under concessions programs in the perspective of vulnerability approaches. To attempt the objective, a conceptual-theoretical vulnerabilities framework is proposed regarding the systematization of elements, processes and factors related to the protected area tourism system. Then, to suggest the fragilities associated with the tourism concessions programs it will be developed an empirical analysis, considering the context of national parks. The results are expected to collaborate with critical studies on the sustainable tourism development in protected areas, as well as on policy and governance initiatives that help reduce the vulnerabilities and risks of that particular system.
