Analysis of the mechanisms of action of the Health City Council to implement Social Control in Brasilian National Health System: a cartographic study

When it comes to the concept of social control it is possible to identify different conceptual propositions depending on the historical period and current of thought to which they are linked. In this study we treat the concept social control as the space of action of organized civil society in the management of public policies, which materializes the control performed by society over state actions, in which there is an intrinsic contradiction in social control through social policies, It is in this contradictory field that this concept is born. Social control as a principle and guideline of the Brasilian National Health System was instituted in order to strengthen it, especially in the operationalization of its basic principles, universality, equity and integrality, encouraging social participation in public policy decisions of health. The Health City Council is an instance of social control, which acts as a permanent and deliberative collegiate body, integrating health services. It has the power of decision, participation and effective collaboration in the programs and actions that are developed by the social health policy. Thus, this research aims to understand the mechanisms of actions, structure and organization of the CMS to implement Social Control in the city of Caicó-RN. It is a qualitative research, without the rigidly structured proposal that allows imagination and creativity.. It is a descriptive exploratory study, with greater approximation of those researched with the object universe. The documentary study is used, which requires the examination of materials of different nature, which have not yet received analytical treatment, or which can be reexamined, seeking new and / or complementary interpretations. The cartographic method will be used to analyze the data collected in documentary research, in which cartography emerges as a way to follow paths, imply production processes, perceive network connections and enable movement monitoring. The theoretical framework of this research is based on the Gramscian state perspective as a means of analyzing social health policy and the concept of participatory democracy in the implementation of social control for SUS implementation. The partial results point to the need for CMS autonomy, with encouragement and openness to participative management, as its internal organization requires greater incentive for the systematized participation of society and the socialization of its interventions in the social health policy.
