IMPROVING ACCESS AND QUALITY OF PRIMARY HEALTH CARE: BETWEEN VOICES AND LOOKS

ABSTRACT: Objectives: To analyze the perception of municipal health managers and primary care workers about the National Program for Improving Access and Quality of Basic Care (PMAQ), as well as the impacts produced in health services after their implementation. Method: Descriptive-exploratory, qualitative study carried out in six municipalities in the health regions of Rio Grande do Norte. Thirty-four subjects participated and used focal group techniques and interviews to collect data. The data were submitted to the Thematic Content Analysis. Results: The PMAQ is characterized as a guiding tool for health actions and services, favoring the orientation, improvement and introducing changes in the work process. Some challenges presented were dissatisfaction in the allocation of the financial incentives from the program, increase of tasks and discontinuity of the actions practiced. Conclusion: The PMAQ allowed to subsidize the co-production of new arrangements and redirects to strengthen the programs belonging to Primary Health Care
