SUMMARY:

The Decentralized Execution Term (TED) is an instrument for the decentralization of budgetary credit among Union bodies, with the purpose of executing programs and projects. Within the scope of the Federal University of Rio Grande do Norte (UFRN), it is an important source of funding for academic projects and, mainly, for delivering value to society. With the enactment of Decree No. 10,426/2020, requirements to be followed in the execution of TEDs became explicit, especially in the accountability phase, with the fulfillment of legal deadlines for submitting the accountability reports, which is essential for the enablement of new projects. The present work answered the following question: how can a tool based on the Kanban method be developed to manage the accountability phase? This work aimed to construct a tool based on the Kanban Method, to be applied in the management of the accountability phase of the Agreements Administration Coordination/Pro-Rectory of Administration/UFRN (CAC). The research adopted a strategy guided by the Design Science Research (DSR) method through the cycles of relevance, rigor, and design. A diagnosis of the current execution of TEDs and an analysis of the flow were carried out, both based on documentary analysis of the CAC. With the flow analysis, it was possible to generate a preliminary mapping of the accountability flow and a demand study. The development of the tool was based on three principles of the Kanban Method, which were validated through the realization of two workshops with CAC staff, enabling the construction of the tool. Furthermore, it was possible to identify some problems and propose improvements in the execution of TEDs.
