SUMMARY:

The Term of Decentralized Execution (TED) is an instrument used to decentralize budgetary credit among federal entities in Brazil, aiming at the execution of programs and projects. Within the Federal University of Rio Grande do Norte (UFRN), it represents an important funding source for academic initiatives and, above all, a means of delivering value to society. Therefore, the proper execution of these resources is essential. This need became even more evident with the issuance of Decree No. 10.426/2020, which established new requirements for execution, especially concerning the accountability phase and the need to comply with legal deadlines for submitting financial reports—crucial for securing new project funding. This study seeks to answer the following research question: Can the Kanban method, as an agile project management tool, support the accountability process so that UFRN can meet legal deadlines? The objective is to develop an artifact based on the Kanban Method to be applied in the accountability phase management at the Coordination of Agreement Administration/Pro-Rectory of Administration/UFRN. The research adopts the Design Science Research (DSR) methodology, following the cycles of relevance, rigor, and design. The study is expected to identify problems and opportunities in the TEDs' execution that can serve as a foundation for building the Kanban-based artifact. Additionally, it aims to verify the presence of agile values during the design and implementation phases and evaluate the artifact based on the perceptions of the stakeholders involved.
