INSTITUTIONAL CONFLICT MEDIATION: A proposal for the creation of a thematic collegiate for the state legislature of Rio Grande do Norte.

This dissertation explores institutional mediation as a conflict management tool in the Legislative Assembly of Rio Grande do Norte (ALRN), proposing the creation of a Thematic Mediation Board based on the Dispute System Design (DSD). The study investigates how mediation can transform legislative collaborative dynamics, promoting solutions to the limitations of the Mediation and Conciliation Department (Resolution No. 80/2024). Supported by milestones such as Law No. 13,140/2015 and Resolution No. 125/2010 of the CNJ, the research adopts a qualitative approach and the inductive method, combining documentary research (laws, ALRN resolutions) and bibliographic review (works by Vasconcelos, Tartuce, Faleck), discovered through the Bardin technique (2011). The results indicate that the Board, structured with managers and mediators, can bring speed, reduce litigation, strengthen ethics in institutional relations and consolidate the culture of peace, despite challenges such as cultural resistance and data protection. The proposal, detailed in the draft of the Board of Directors Act, offers an independent and adaptable model, with stages of diagnosis, design and implementation of consensual solutions. It is concluded that the Board fills gaps in legislation and public management, with potential for replication. In the future, empirical studies are recommended to assess its effectiveness and consolidate mediation as a transformative practice.
