INFORMATION MANAGEMENT: HANDLING OF ADMINISTRATIVE DOCUMENTS FROM THE PERSPECTIVE OF THE ACCESS TO INFORMATION LAW AND THE GENERAL DATA PROTECTION LAW IN A FEDERAL EDUCATIONAL INSTITUTION

The study analyzes the application of the General Data Protection Law (LGPD) by staff at the Federal Institute of Rio Grande do Norte (IFRN) in the production of documents within the Unified Public Administration System (SUAP), in accordance with the Access to Information Law (LAI). The objective is to identify challenges and practices to optimize compliance with current legislation. This qualitative research is based on a documentary analysis of records available in SUAP at the Canguaretama Campus between 2019 and 2024. Document evaluation was conducted using a structured form, considering IFRN's institutional regulations. Results indicate that many documents contain personal data, such as name, CPF, and address, whose protection is not always clearly ensured. Document classification is directly linked to staff knowledge of the LAI. The study found that anonymization is applied sporadically, without an established standard. A variety of documents with different access levels were identified, with the Administration Directorate and General Directorate producing the most records. A lack of a consolidated LGPD application standard was evident. SUAP, IFRN's central document management platform, enables document creation, classification, storage, and retrieval, ensuring access based on predefined user profiles. The system aims to meet both LAI transparency requirements and LGPD data protection rules. As a contribution, the dissertation proposes an LGPD Application Guide for IFRN, offering clear guidelines for proper legal compliance in document production. The study concludes that IFRN adheres to LAI and LGPD but requires improvements in LGPD implementation, recommending staff training and system automation for anonymizing personal data.
