SUMMARY:

The dissertation analyzes the implementation of an organizational structure to develop Mediation within Legislative Powers, aiming to propose a new conflict management framework focused on promoting a culture of peace and strengthening institutional relationships. The research is based on the recognition that conflicts are inherent in human and institutional relationships, making it essential to adopt self-compositional methods to ensure harmonious and collaborative coexistence in the legislative environment. The Introduction discusses the need for collaborative practices within the Legislative Assembly of Rio Grande do Norte (ALRN), addressing the institution's historical and organizational context, the research problem, and the study's objectives. The general objective is to identify how the implementation of an organizational Mediation unit can transform institutional relationships and conflict management within Legislative Houses. Specific objectives include analyzing mediation tools and techniques, applying mediation integration into the Dispute System Design (DSD) as an effective conflict management mechanism, and exploring the replicability of this model in other Legislative Houses. The Theoretical Framework presents key concepts and regulations related to mediation, such as Law No. 13.140/2015 and Resolution No. 125/2010 of the National Council of Justice (CNJ). It discusses mediation modalities, principles, techniques, and tools inspired by different schools, such as the Harvard School and the Transformative School. The DSD is highlighted as an efficient model for structuring adequate conflict resolution processes in public institutions, emphasizing its role in building lasting relationships and preventing future conflicts. The Methodology, which is qualitative and theoretical, relies on document analysis, case studies, and literature reviews. The hypothetical-deductive method is used to investigate the efficient application of mediation in the legislative context and its replicability in other public institutions. The Timeline outlines the planning of the study's phases, from literature review to dissertation drafting and defense, ensuring systematic research development. In conclusion, mediation is deemed essential for promoting collaborative, transparent, and effective institutional relationships. Implementing this practice within Legislative Powers represents a significant step forward in building public administration founded on dialogue, ethics, and a culture of peace.
