STATE CAPACITIES FOR IMPLEMENTING THE CARE NETWORK FOR WOMEN IN SITUATIONS OF VIOLENCE: a study in the city of Natal/RN

This dissertation project aims to develop a study on the capabilities of the municipality of Natal/RN to implement the Assistance Network aimed at women in situations of violence in light of the National Pact to Combat Violence against Women. More specifically, we seek to understand institutional capabilities (Lima-Silva, 2019) by combining elements of analysis of the institutional arrangements that have guided the research of Lotta and Favareto (2016), technical-administrative and political-relational (Pires; Gomide , 2016, p. 207) of the institutions of the Protective Care Network for Women in Situations of Violence in Natal/RN, especially in relation to the assistance axis, which is where we will see the performance of the service network, more specifically. In general, the Pact aims to determine policy guidelines for women in Brazil and provide a basis for actions implemented at the state and municipal level. The Pact aims to ensure that the phenomenon of violence against women is addressed by various sectors such as public security, health, education, justice, and not just by specific programs and services. Furthermore, it proposes the creation of institutional mechanisms in states and municipalities, as well as expanding the supply of specialized services. That said, the analysis of the state capabilities of Brazilian municipalities to meet the design of the Service Network assumes significant relevance. Therefore, the question arises: How do state capabilities influence the functioning of the Service Network in the city of Natal/RN? This work is qualitative research, with the intention of analyzing the capabilities at the local level for the implementation of the Service Network, looking at its functioning from the institutional (Lima-Silva, 2019), technical- administrative and political-relational by Pires and Gomide (2016) through secondary and primary data. The research is framed as a case study which, according to Yin (2001), constitutes a research strategy, considering that it comprises/incorporates aspects related to data collection and analysis.
