RESUMO:

The strong relationship of water with the main global crises such as food production, in power generation and in health emphasize the importance of increasing in occurrence of water deficits arising from the imbalance of water availability in the world. In Brazil, the basin determine the water management throughout the territory. However, it is worth noting that the methodologies and solutions designed to meet these stresses are not necessarily the same for any region, considering that each of them has different characteristics is in the economy, within sociocultural and the availability of water supplied. In this context, the research proposal aims to determine the main causes of the occurrence of water deficits in the basins of the São Francisco River and the Parana River, since the different perspectives and implications of water management, indicate that the occurrence of climatic extremes is not the only factor responsible for this problem. In addition, the complex spatial distribution of socioeconomic characteristics may be able to influence the magnitude of the impacts associated with the occurrence of climatic extremes. To this end, we intend to use three data sets, they are: meteorological, hydrological and demographic data with time series from 1980 to 2013. The weather data observed for precipitation will be obtained from the Instituto Nacional de Meteorologia and the Agência Nacional de Águas. The data flow meters shall be derived from the database of the National Operator of the electrical sector. The information regarding demographics will be obtained from the Instituto Brasileiro de Geografia e Estatística. The methodology will be used the descriptive statistics of the data of rainfall and flow, together with the cluster analysis can identify sub-regions. In this way, the sub-regions will be inserted in the theory of extreme values in order to generate the estimation of return periods of extreme precipitation events. Subsequently, precipitation data will be applied to the RClimDex in order to generate indices of climatic extremes able to examine possible climate trends future associated with sub-regions. Finally, the overlap of demographic information will enable the analysis of land use and occupation of areas susceptible to the occurrence of water deficits. From then on, it is intended to obtain sub-regions homogeneous according to the data of rainfall and flow, estimate of the level and the payback period of events of precipitation intense in these sub-regions, defining the areas of greater and lesser physical vulnerability and natural, identification of areas susceptible to the occurrence of water deficits and, finally, the determination of the main leading factors to the occurrence of these.
