SUMMARY:

This paper results from a PhD research in Tourism, entitled "Epistemology of complexity and interdisciplinary research in tourism: creating synergies to rethink the cultural development of Mozambique". The research aimed at structuring with density the paradigm of complexity to bring into dialogue the multiple approaches between tourism, cultural policies, creative economy and the development process in Mozambique. The methodological procedures included bibliographic research; documentary analysis of primary sources such as laws, public policies, reports, work programmes such as the Strategic Plan for Culture 2012-2022 and the Strategic Plan for the Development of Tourism in Mozambique II 2016-2025; participant observation; and narrative interviews with some cultural operators to understand the dynamics of the cultural field. The research data confirmed the thesis that the interaction between tourism and creative economy may constitute a possibility for the cultural development of Mozambique. This would be the case of the advances and reforms achieved in the elaboration of a legal framework for tourism and culture, which may lead the country to achieve cultural development. However, there are still some challenges that need to be overcome in order to expand the substantive freedoms of cultural agents participating in the creative economy circuit, as the tradition of a cultural policy marked by the hegemony of the political-administrative and economic dimensions still prevails, which needs to be replaced by a systemic-organizational vision that recognizes the complementarity of the various dimensions of culture and, by this means, promotes horizontal processes, such as the greater engagement of local communities in the planning and management of tourism and culture policies. Given that debates on creative economy are emerging in the Mozambican public sphere, cultural networks are still weak and it is necessary to expand them and strengthen their power to overcome difficulties in funding or promoting and integrating cultural activities into tourism and to improve transparency in the management processes of public funds for culture. There are some initiatives in Maputo City that seek to bring schools and cultural heritage closer together, but there is still no museum culture and it is urgent to invest in heritage education actions in schools, promotion of the vast cultural heritage so that it is appreciated, valued and consumed by national citizens and subsequently integrated into the tourist experience. The systemic-organizational look at the synergies between tourism and culture has allowed us to understand the social dynamics and contradictions, power relations and processes of resistance to hegemonic discourses on economic growth, in a context in which tourism is signaling the integration of culture, creativity, memory, traditions and experiences of local and remote communities towards social emancipation, solidarity, humanization of tourism practices and cultural development.
