SUMMARY:

The present study aims to indicate sustainability in tourism systems as an investigative paradigm, starting from the hypothesis that this paradigm observes the changing perspective that constitutes the phenomenon of tourism, according to the heterogeneity of the multiplicity and mutability of its interrelations. It considers the context and markers of applicability of the research, as there is a rupture in the global dynamics of tourism (Covid-19). This implies the ability to measure a new dynamic, which forces destinations to "reconfigurations" - OMT (2020) to resume tourist activities. Given these implications, the sustainable "decade of action" marker by the 2020- UN Agenda (2030). With this, it is problematized and aims to study how sustainability is constituted in tourism systems - investigative paradigms, from the hermeneutic perspective. This is a qualitative research, submitted to the hermeneutic method (Gadamer, 1998), which is limited by aligning the corpus markers of knowledge in tourism (sustainability) and emergence of tourism systems between 1960 and 2020. This study is based on the theory of competitive sustainability Ritchie and Crouch (2003). The empirical field consists of primary data originated from the indexing and codification of the investigated systems through their sustainability facets and secondary data. Extracted by the collection of annual observatory of the OMT (2020), resulting in the corpus of eighty-five documents - general communications and sustainability actions. As for the technical procedures adopted, documentary analysis and discourse analysis - French current Pêcheux (1997), supported by the Software Iramuteq version 0.7, is used. Results: in relation to the organization and scope of the facets of sustainability, except for the Cuervo system (1967) the investigated systems are based on the facets: economic, social, environmental and cultural. Thus, sustainability in tourism systems is characterized by the transcendence of these facets between systems. By analyzing this characterization by the evolution of the discussion of sustainability in the delimited knowledge platforms, we conclude the unfolding of these facets evolving in part of the systems. Moreover, when verifying this evolution with the demands of sustainability, there are other limitations in the scope of these systems. As for the social and/or technological facets for example, it is specified the unfolding of this facet by the Cuervo system (1967) in relation to human rights - international jurisdiction. This development is not clear in any of the current systems investigated, with this, there is a demand for the "new international code to provide greater legal protection for tourists" OMT (2020). Other indicators of the social facet, in relation to the human dimension, this scope was incorporated by Molina (1991) in the phenomenological perspective and in 2017 by the Beni ecosystem (complexity theory). This social unfolding - human character, raises the expectation for the multiple indicators raised in this study, corroborates the perspective of tourism as a social practice, in the direction of "sustainable tourism in its restart" (OMT,2020). In this direction, the System of Sessa (1988) by intertwining the economic facet with the social facet, opportunistics the perspective of the transfer of income flow reflecting regional development, job creation and rebalancing. This is in line with sustainability indicators. It should also be emphasized the cultural facet of the Cuervo system (1967) that unfolds for - tourism as a promoter of communication, in this sense, tourism as a platform of the culture of sustainability OMT (2020). It is concluded the partial applicability of these systems in the face of the marker- decade sustainable action 2020 - 2030. This research contributes to the survey of predictive indicators in the direction of tourism as a sustainable Socioeconomic practice.
