SUMMARY:

The transition from the 20th to the 21st century was marked by socio-cultural dynamics that changed tourism practices with a growing interest in the search for cultural experiences, which strengthened the appreciation of local culture and the trade in cultural and creative goods in developing countries. In this context, this study aims at developing theoretic methodological references that make it possible to understand the new approach on the interactions between the tourism phenomenon, public policies on tourism and culture and the development process in the Mozambican context. In view of the crises and uncertainties that not only shake up social dynamics, but also affect the discourse of the sciences and their mechanisms of knowledge production, the research presents the paradigm of complexity as a methodological challenge that makes it possible to broaden the epistemological debate in the studies of tourism, so as to transcend the reductionist, deterministic, positivist and market perspective. The interdisciplinary attitude has made possible the complementary dialogue between critical tourism and development theory as the freedom to base a new vision of tourism that promotes social emancipation and individual freedoms, broadening the subjects' capacities and reduces social inequalities, makes it possible to view tourism as a socio- cultural phenomenon and an ethical business. It is with this systemic- organisational view, attentive to social dynamics and contradictions, aware of the new forms of domination and power relations that can emerge due to the particularities of each territory, that the aim is to analyse tourism and cultural policies, reflect on the articulations, limits and possibilities of the creative economy, the production of space with the integration of cultural heritage into tourism towards social emancipation, solidarity, humanisation of tourism practices and territorial development.
