RESUMO:

The development process occurs when economic growth is linked to the improvement of the quality of life and the expansion of freedom, that is, the capacity of people to lead the life they value. Therefore, the removal of a deprivation leads to the exaltation of others, for example, when one has access to basic health services and quality education, and has better conditions to participate in political decisions, including those related to economic activities. It is understood from this perspective that participation unfolds not only in the importance of the population in the discussions related to public policies, but also in the relevance of access to public goods and services linked to social welfare. It is in this sense that we distinguish between active and passive forms of participation. Active participation: involvement of the subject that places him as the axis and protagonist in processes of deliberation and decision making. Passive participation: access to some goods and services through public policies. The study area, inherited from the economic dependence of sugar cane monoculture and politically and economically dominated by landowners, coexisted with the occupation of rural workers and traditional peoples, in this case, artisanal fishermen. Based on governmental actions through PRODETUR / NE, the municipality of Maragogi (AL) became an appropriate territory for mass tourism receiving the impacts resulting from such actions, as in other parts of the Northeast. However, current tourism policies are under the premise of decentralizing decisionmaking power for local development. In view of the above, this study has as general objective: to analyze the context of relations and actions about social participation in the process of tourism of Maragogi from the perspective of local development. For this purpose, participatory action research will be used. It is a method of study and action that seeks to obtain reliable and useful results to improve collective situations, basing the research on the participation of the collectives themselves to investigate. Thus, the semistructured interviews, the Photovoice technique, and participatory methodologies make up what is defined as participatory action research, and will be applied under the aegis of the effective participation of the researcher in the research process, aiming to develop experiences of citizen participation, co-responsibility, solidarity and direct democracy. The research is based theoretically and methodologically from the perspective of local development and social participation of Sen, Max-Neef, Singer, Pedro Demo, Milton Santos, Boaventura de Souza Santos, Paulo Freire, Putnam, Gyford, Alió, Villasante, Gurza Lavalle among other critical social theorists. The text is divided into three sections: presentation, including in this, the methodological strategies, followed by two sections with conceptual theoretical content that address the aspects related to democracy, social participation, citizenship and development applied to the reality of tourism in Maragogi / AL.
