RESUMO:

This study has the main objective to investigate the participatory experiences in Porto do Mangue / RN, in the tourism directions, focusing on the relationship between civil society, the municipal government, to understand how tourism is produced in the local. The specific objectives that assisted in the development of this work were: a) to present the conceptual articulation and logical principles that guide the empirical analysis of this study; b) Characterize the municipality of Porto do Mangue showing the locational tourist processes and programs of the Public Tourism Policies, focusing on participation; c) Identify the types of participation provided by the Ladder of Participation and their instances in Porto do Mangue/RN. We adopted a qualitative approach, with an exploratory methodological approach and descriptive, with the help of technical and documentary literature. We used participatory research through the following steps: application scripts semi-structured interviews with stakeholders from the government (regional and local), civil society and local entrepreneurs linked to tourism; systematization of the information in semi-structured interviews; Meeting for confirmation and legitimization of information by civil society actors. The Bardin (2006) content analysis technique was used to treat the information collected in the field. The answer to the objectives of the analysis carried out on the levels of participation of the Porto do Mangue/RN society, in the elaboration and implementation of public policies for the development of tourism, it can be observed that, in general, participatory strategies that case are concentrated in non-participatory modes and symbolic participation from the classification proposed by (Arnstei, 2002). Without losing sight of the complexity of the tourism phenomenon, the reflections of this study allow us to understand the importance of citizen participation as an instrument to make collective decisions on projects able to meet social expectations. Thus, the results of this study may help in the planning and organization of tourist activity, specifically in Porto do Mangue, strengthening the community inbreeding with a view to the development of the place.
