Wastepickers, who are pillarsoftherecyclingchain, are responsible for importantenvironmentalservices. However, hispopulationsuffersfromstigmatization, precariousnessandtheinvisibilityoftheirneedsand agendas bytheGovernment. Thus, consideringthe instrumental natureoflegislation in theemancipationofthisclass, theresearchaimedtomapthe legal normsissuedbythe States andthe Federal Districtonwastepickersnationwide. Toachievethisgoal, a qualitative-quantitativeanddocumentaryresearchwasconductedonthe websites ofthefederativeentities, andtheresultsweretabulatedwith 94 selecteddescriptors, withwhich a network analysiswasdeveloped. It wasidentifiedthatthe legal normsonwastepickersatthestateanddistrictlevels more frequentlycontaingenericnormsoninclusionandappreciation, withfewerlawsthatspecificallyprovide tools for accesstobasicrightsbythispopulation. Therefore, it isunderstoodthattheproblemsfacedbywastepickersnationwidedon’tresultfromtheabsenceoflaws, butfromtheirgeneralistnature. The research, byhighlightingthelegal gapsfound in stateanddistrict legal norms, hopestocontributetotheenactmentof new lawsonthesubjectbyfederativeentities.
