SUMMARY:

Black people are part of Brazil's history from colonization to the present day. The years of slavery suffered by the so-called "men of color" were configured as a period of great suffering evidenced by the most different types of atrocities exercised against human life. The harsh reality experienced led blacks to rebel and flee to distant places, far from cities and difficult to access. Quilombos were refuges where people could live free from slave quarters, chains, the trunk and slave labor. Today, these places continue to exist, being a symbol of resistance, and bringing with them the responsibility of keeping the black identity alive in Brazilian territory. In this perspective, it is possible to define “quilombola community”, as the racial ethnic group that carries cultural, historical and territorial characteristics arising from its ancestry. Records from the Palmares Cultural Foundation point out that 61% of Brazilian quilombola communities are located in the Northeast, 16% in the Southeast, 11% in the North, 7% in the South and 5% in the Midwest, totaling 3447 certifications awarded between the years 2004 to 2020. In the state of Rio Grande do Norte there are a number of 33 communities spread across the West, Agreste, Centro and Leste Potiguar. These communities are inserted in the rural context and suffer from the difficulty in accessing essential public services including health care. Primary Health Care (PHC) is the health service closest to this population. It needs to ensure that the actions carried out in the quilombola communities achieve resolution to people's health problems, guaranteeing the integrality of the care provided. In view of the above, studies that assess the quality of care provided in quilombola communities become very relevant. In this sense, the following evaluative question was elaborated: how is the capacity and performance of Primary Health Care evaluated in quilombola communities in the State of Rio Grande do Norte? The general objective of the study is: to evaluate the degree of implementation of Primary Health Care actions in quilombola communities in the State of Rio Grande do Norte. This is an evaluative study with a normative design, which will be carried out after approval by the Research Ethics Committee. The study scenario will be the 33 quilombola communities in the State of Rio Grande do Norte registered and recognized by the Palmares Cultural Foundation. The study population will consist of 99 professionals who work in the Family Health Strategies and Primary Care Teams. For data collection, the electronic questionnaire will be used through Gloogle Forms, the instrument used will be PCATool 2020 / Brazil (Primary Health Care Assessment Instrument), for tabulation and analysis, SPSS statistical analysis software will be used. With this evaluation study, it is expected to carry out a situational diagnosis of PHC actions in quilombola communities in the State of Rio Grande do Norte, to identify weaknesses and potentialities in the provision of health care in the perspective of expanding the discussions on certain equity in assistance within the scope of SUS.
