RESUMO:

Since the mid-2000s, the productive spatial circuit of cellulose has expanded in Mato Grosso do Sul, especially in the East fraction of its territory. In less than a decade, a demonstration of this circuit inserts Mato Grosso do Sul among the main producers states of eucalyptus and cellulose of Brazil, besides making it the main exporter of cellulose. In this context, the general objective of this research consists to understand the use of the territory by the spatial circuit of cellulose production in Mato Grosso do Sul, as well as its economic, social and territorial developments. From the methodological procedures adopted, it was verified, until the present stage of the research, that the expansion of the productive spatial circuit of cellulose in Mato Grosso do Sul is a result of the new territorial division of labor in the productive spatial circuit of paper, characterized on the global scale by the transfer of the initial stages of paper production - forest production and cellulose production - from the countries of the North to the countries of the South and, at the national level, by the internalization of forest and cellulose production. It is understood that the choice of the east fraction of Mato Grosso do Sul for the expansion of the surveyed circuit occurred due to the combination of eight factors, being the state action, in the federal, state and municipal instances, the most preponderant due to the creation of ideal conditions, especially from the economic, normative and infrastructural point of view, for the corporate use of the South-Mato Grossense territory by the companies producers of cellulose. In addition, another aspect that deserves attention refers to the geographical multiscalarity of the circuit in question. This is because, despite the transfer of the initial stages of paper production from the countries of the North to the countries of the South, the countries of the North continue to be the major suppliers of technologies for the cellulose projects installed in the countries of the South, besides being among the main consumers of the cellulose produced in these. This context makes the productive spatial circuit of cellulose in Mato Grosso do Sul is articulated from various scales, from the global to the local, through material and immaterial flows of various orders, contents and intensities.
