RESUMO:

The production of the urban space of Brazilian cities is increasingly conditioned by the interests of hegemonic social agents that make the city a selective, fragmented and unequal space. Nowadays, we have observed the urban expansion and the production of fortified enclaves in peripheral areas that were once considered excluded spaces. This is mainly due to the low land prices, the scarcity of land in central areas and the existence of government housing programs that provide subsidies for this production. In this context, this research aims to analyze the performance of hegemonic social agents in the production of the urban space in the northern area of Natal through housing policies In addition, we intend to describe the changes in the local morphology and the possible relationship between the installation of vertical condominiums and the valorization of urban land, given that the installation of new housing presupposes the need to minimize or equate the incompatibilities of infrastructure and this directs services which, when they're offered, they tend to improve the locality and contribute significantly to the price of housing. This work will be based on the bibliographic review in light of the studies of authors such as Carlos, Harvey, Sposito, Valença, Volotchko, Shimbo and others. Subsequently, we will carry out the field research, the integrated analyzes of the information generated by the diagnoses made through forms, creation of graphs and
cartographic production in order to respond to our objectives. The study of the production of the urban space of the northern área of Natal is justified by understanding that the housing as variable of an urban analysis allows us to understand the relevant role played by the hegemonic social agents that offer unequal ways to live and to get access to the services of the city, besides that housing is a special commodity which has use value and exchange value for those ones who get it. As partial results, we noticed that the morphology and landscape of the northern area of Natal already present some transformations, causing housing fortified enclaves to stand out to the detriment of the other forms of occupation, showing us tendencies of the new soil uses. at the same time, they reveal us socio-spatial inequality, since these housings do not benefit all the social classes, as the housing programs advocate.
