SUMMARY:

Some activities are so old that it becomes very difficult to historicize their evolution as a phenomenon. This is the case with fishing activities, and even more specifically, fishing and fish farming. Fishing and fish farming, as economic activities, have been the target of various initiatives both in the public and private sectors. In the Northeast, public initiatives, generally supported by the discourse of promoting regional development, were quite comprehensive. Some examples include the construction of hydraulic infrastructure works, such as dams and fish farming stations. This work aims to investigate in more depth one of those state initiatives, which was the construction of family irrigation perimeters implemented in the 1970s and the construction of fish farming stations, through the managing agency DNOCS. For this, it is necessary to gather information from fishermen and irrigators about their productions. This will allow for the acquisition of important responses regarding how many actions of the public policy to construct irrigated perimeters and fish farming stations have materialized in fish production in public reservoirs and in fish production in controlled environments. The central objective of this work is to analyze fishing activities, fisheries, and fish farming in the Itans and Pau dos Ferros irrigated perimeters, and in the fishermen's colonies Z-19 and Z-22, in the municipalities of Caicó-RN and Pau dos Ferros-RN, to evaluate through the fishermen and irrigators the results of this public policy for rural development. To contextualize and demonstrate the relevance of this research, it is also necessary to carry out a historical recovery of fishing activities under the management of DNOCS and its connection with other public policies for rural development. This data will be important to compare and diagnose the current situation of fishing and aquaculture and its reflection on the quality of life of fishermen and irrigators.
