Knowledge and innovation in peripheral regional contexts: an analysis of Caicó as an academic pole.

The concentration of universities in large urban centers in the South-Southeast of Brazil, to the detriment of inland regions, reflects the Brazilian territory's historical formation process, which generated regional inequalities, especially in the conditions of production and appropriation of innovations. In this sense, the interiorization of higher education in Brazil is considered a strategic tool to reduce these asymmetries and foster innovation processes. Given this, this study aims to investigate the urban-regional role of the city of Caicó as an academic hub to understand its contribution to the formation of a territorial system of innovation in the intermediate region of Caicó, seeking to understand how public policies implemented by the State favored the development of higher education in the regional context in which the city is located. To this end, we will use a combination of qualitative and quantitative methods in a process that will involve fieldwork, application of questionnaires, conducting semi-structured interviews, document analysis, and collection of statistical data available in official databases. Concerning the issue under study, it is expected to build a framework of broad understanding about the potential, obstacles, conflicts and interactions aimed at promoting innovation and urban-regional development through the production of knowledge and technological solutions in collaboration with Higher Education Institutions (HEIs) located in Caicó/RN.
