SUMMARY:

The modernization of the Brazilian basic sanitation sector, driven by Law No. 14,026/2020, requires planning models that integrate operational efficiency, sustainability, and regulatory compliance. In this context, this study aims to develop a strategic framework for asset management of water infrastructure in sanitation companies, focusing on water supply and sewage systems. With an applied, qualitative, and exploratory approach, the methodological procedures involved a systematic literature review, documentary analysis of technical and regulatory standards, and a review of national and international empirical studies. As a result, a theoretical-conceptual model was proposed, structured into nine interdependent dimensions encompassing institutional and regulatory governance, digital transformation and operational intelligence, asset lifecycle, and maintenance management maturity. The main limitation of the study lies in the absence of empirical field validation, with a suggestion for future research being the application of the framework in real contexts through case studies.
