SUMMARY:

The management of healthcare services for patients living with HIV presents complex challenges that encompass not only clinical aspects but also social, economic, and structural dimensions of the healthcare system. In this context, multi-criteria decision support emerges as a promising approach for classifying and prioritizing care, ensuring a more efficient allocation of available resources. This study proposes the development of a multi-criteria analysis model, based on the FITradeoff method, to optimize the classification of care for HIV patients within a Specialized Care Service (Serviço de Assistência Especializada – SAE). The model considers clinical, social, economic, and operational criteria, enabling a fairer decision-making process aligned with the specific needs of each patient. To this end, a literature review on the use of decision support methods in healthcare was conducted, followed by the development and practical application of the proposed model. The adopted methodology includes problem structuring, the definition of decision criteria, and the implementation of the model in a real-world setting, with the participation of experts and healthcare professionals. The results demonstrate that the use of FITradeoff allows for personalized care, contributing to improved resource management and enhanced quality of life for patients. Furthermore, the study underscores the relevance of multi-criteria models as strategic tools for public policy formulation and health system optimization, particularly in contexts of high vulnerability and limited resources.
