SUMMARY:

INTRODUCTION: The Unified Health System (SUS) is essential for Brazil, guaranteeing universal access to health, as provided for in the 1988 Constitution and subsequent laws. In the meantime, Health Councils stand out as means of social participation and control, promoting transparency and effectiveness. The municipal health councils of the 5th Region of Rio Grande do Norte (Trairi) are essential for monitoring resources and promoting responsibility in the health system, directly impacting the quality of care and the relationship with the community. OBJECTIVE: To analyze how social control in the SUS is exercised by municipal health councils in the 5th Region (Trairi) of the state of Rio Grande do Norte. METHODOLOGY: This study adopts an exploratory qualitative approach, using the action research method, centered on the researcher's commitment to popular issues and the search for solutions to social problems. Steps of investigation, thematization and action will be followed, with evaluation of the results. The target audience includes members of the Municipal Health Councils, being users, health professionals and managers/service providers from the Trairi Microregion of the 5th Health Region of Rio Grande do Norte, composed of 11 municipalities, of which 10 were selected for the sample and 6 have been interviewed so far. Data collection is being carried out through focus groups. Data analysis is being carried out using content analysis (Bardin), with the help of the IRaMuTeQ tool in the R 4.1.3 software. EXPECTED RESULTS: The results of the study can serve as a basis for interventions and the creation of policies aimed at improving the functioning of municipal health councils, encouraging more effective community participation in the management and supervision of the local health system. In terms of academic contribution, the research can enrich the body of knowledge in the area of public health, offering valuable information for future research and discussions on the role of social control in the context of the SUS. CONSIDERATIONS: The study will seek to understand the local peculiarities that directly influence the functioning of these councils, contributing to a more in-depth and contextualized analysis. Furthermore, the research aims to shed light on the effectiveness of social control exercised by Municipal Health Councils, identifying challenges, potential and successful practices. The critical analysis of these aspects will not only allow evaluating compliance with the guidelines established for the SUS, but also proposing strategies to strengthen social control in the region.
