SUMMARY:

Currently, the lack of adequate systems to automate contractual information results in flaws in public contract management. Consequently, monitoring and control processes are compromised, increasing the risk of delays, errors, and wasted resources. In this context, flaws in deadline control, difficulties in financial management, and noncompliance with contractual clauses are observed. Considering the identified gaps, an opportunity arises to develop and implement an integrated computerized system, with an emphasis on contract oversight. This research aims to develop and implement an integrated contract management and oversight tool in the Public Administration that improves transparency and efficiency in contract management. The scientific-entrepreneurial research methodology used the articulation of three dimensions (science, technology, and innovation). This is software development research with an exploratory and descriptive design, in line with the research characteristics. The proposed methodological approach enabled the development of the Contract Watch technological solution, grounded in relevant theoretical foundations, technological construction, and innovation related to solving real-world problems. The application of the approaches, methodologies, and tools used in the solution's development resulted in the delivery of a functional and modular MPV. Modularity facilitates incremental implementation across different agencies and parameterization according to local legislation.
