PUBLIC PURCHASES: Difficulties of local micro and small companies in the electronic auctions of the Federal University of Cariri

This dissertation project aims to analyze the difficulties faced by local micro and small companies
(ME/EPP) in the electronic auctions of the Federal University of Cariri (UFCA). To do so, it will have the following specific objectives: identify obstacles related to the requirements of the bidding process, investigate obstacles linked to competition with other companies located in other regions of the country, assess barriers related to access to information in the bidding process and identify problems relating to the management capacity of companies. For this, an exploratory research with a qualitative approach will be carried out, using the case study as a strategy. Data collection will be carried out through documentary research and semi-structured interviews with representatives of the ME/EPP object of this study. The collected data will be analyzed using the technique of content analysis according to Bardin's method, creating indicators to infer knowledge related to the conditions in which such information was produced and received. It is believed that after collecting data and interpreting the results, it will be possible to understand the difficulties faced by micro and small companies in the Metropolitan Region of Cariri and list possible suggestions for improvements indicated by them for participation in UFCA's electronic trading sessions.
