Management and Supervision of Administrative Contract Labor Outsourcing UFRN

Outsourcing is a management mechanism that is now systematically used by the Brazilian Public Administration, from the 1990s through the Managerial State Reform. Public agency have been forced to adopt outsourcing under penalty of no longer being able to take advantage of so-called support services (cleaning, building maintenance, security, etc.), since the legislation was to delegate these activities to indirect execution - to third parties - and not the public servants. UFRN, as a federal agency that is, began to adopt outsourcing since 1998 and currently has signed four administrative contracts of labor outsourcing, covering 1,584 employees in 25 functional categories, generating an annual expenditure of about 49 million real. Contracts are regulated by Law 8.666/93, which provides in Article 67 "monitoring" and "supervision" of contracts by the contracting agency. In UFRN this monitoring has shown flaws in its execution, which is detrimental to the quality of service and exposes the University to respond in a manner subsidiary in labor claims filed by employees of contractors. In order to allow effective monitoring of labor contracts with exclusive dedication UFRN, aiming at attaining the agreed goals and full compliance with its legal obligations, it is proposed that intervention project.
