This intervention project aims to develop a model for diagnosing and boosting innovation management focused on the Regional Labor Court of the 21st Region of Rio Grande do Norte. The research addresses the growing demand for more efficient and personalized public services, emphasizing the need to overcome bureaucracy and resistance to change to promote innovative practices. The introduction contextualizes TRT21, detailing its structure and innovation initiatives, such as the creation of the Innovation Laboratory (INOVA-JT21). Despite these initiatives, there is a lack of an effective culture of innovation in the institution. The general objective is to develop a diagnostic model and propose a panel (dashboard) of innovation management indicator instruments to improve TRT21 performance results. The specific objectives include mapping innovation experiences, identifying barriers and driving factors for innovation, evaluating the court's innovation management, listing awareness-raising policies and promoting the culture of innovation, and proposing an instrument in the initial form of a panel that will serve for institutional improvement. . The theoretical framework discusses the lack of studies on innovation management in the public sector and the need to understand how it can be effectively implemented, focusing on the specific challenges of the public sector. Methodologically, the research is exploratory and descriptive, adopting a mixed approach of quantitative and qualitative methods. With the synthesis between empirical elements and deduction, the design science research (DSR) method will be used. Data collection involves a systematic literature review and the careful selection of participants based on their relevance to the topic. Finally, the research proposes to develop a model for diagnosing and boosting innovation management to create a panel (dashboard) of innovation indicators in TRT21, highlighting the importance of innovation, efficiency of public services and the cultural and structural challenges that must be addressed. overcome for its effective implementation.
