UNIT-LEVEL STRATEGIC PLANNING: PROPOSAL FOR OFFICE OF THE COMPTROLLER OF THE LEGISLATIVE ASSEMBLY OF RIO GRANDE DO NORTE

This project aims to develop a participatory process for the formulation of a Strategic Plan (2021-2023) for Office of the Comptroller of the Legislative Assembly of Rio Grande do Norte.
The work will be carried out through a qualitative applied action-research, referenced in national and international literature on strategic planning in public organization. Focus group, participant observation and survey are some techniques that will be used for data collection.
The process of the unit strategic plan will be based on the Strategy Change Cycle (BRYSON, 2004), which aims to increase the participation of civil servants and develop strategic thinking, action and learning of the unit.
The suggested procedure has six stages to the conclusion of the plan: i) organizational mandates, ii) initial arrangement, iii) organizational identity, iv) environment analysis, v) strategic issues, vi) strategy formulation. First, it will be carried out a documentary analysis of legal rules and administrative documents that stipulate duties to be fulfilled by the Office of the Comptroller.
Second, the elements of mission, vision and values, components of the unit identity, will be outlined and the external and internal environments surrounding the unit will be analyzed. In the sequence, it will be listed the strategic issues to be faced by the unit. Finally, the planning team will analyze, complement and consolidate the operational strategies suggested by the research participants.
