This Dissertation Project aims to analyze the challenges in constructing a municipal public agenda for the recognition of archival policies in Caicó/RN. To achieve this, the intention is to understand institutional profiles of archives in the state of Rio Grande do Norte, investigate the primary challenges faced in archival management at the municipal level, and analyze the political environment related to archival themes. This research follows the Multiple Streams model by John Kingdon, emphasizing the flow of problems, solutions, and politics to analyze the process of governmental agenda formation. The methodology employed in this research is qualitative, utilizing questionnaires and interviews as data collection instruments with public servants and political actors, in addition to document analysis. The anticipated results of this research originate from the purpose of studying archives through the lens of Public Administration as spaces of knowledge. The aim is to encompass aspects that deepen practical and theoretical contributions in the process of constructing public policies for archives. It is expected that the results will enable the identification of fundamental elements for the development of a municipal public agenda focused on recognizing archival policies in Caicó/RN. As a derivative outcome of the master's program, the intention is to propose targeted actions for the recognition and effective implementation of archival policies in the municipality.
