Social participation is understood as a complex process, which demands a certain degree of political awareness, organization and social mobilization. The general objective of this research is to evaluate the effectiveness of the participation of School Councils of campi Currais Novos, Ipanguaçu and Natal- Zona Norte of IFRN from an analytical model of effectiveness of the participation bodies. These Campuses are members of the first phase of the expansion plan of the Federal Network of Professional, Scientific and Technological Education, implemented by the Federal Government from 2003 to 2006. The theoretical framework deals with the conceptual framework of social participation, the origin and function of councils, the institutionalization of participatory processes, as well as specific aspects of councils in the areas of Public Administration and Education. This is an exploratory, qualitative and descriptive research, which will be carried out through bibliographic research and field research, carried out with school counselors from the three Campuses. The research is referred to the democratic management model. The methodological framework will be based on the spidergram method, used by Rocha, Moreira and Bispo Júnior (2019), adapted to the reality of school councils. The research proposes the study of multiple cases, with intra-case and inter-case analyses, the analysis of documents and the realization of focus groups, whose sessions will be recorded in audio and later transcribed, and will be submitted to content analysis.
