The Ombudsman in the Scope of the Federal University of Cariri: an instance of Strategic Management?

The present research entitled: The Ombudsman in the Scope of the Federal University of Cariri: instance of Strategic Management? has as general objective to understand the model of operation of the ombudsman as an instance of strategic management in the context of the Federal University of Cariri (UFCA). The reason that leads us to carry out this study is based on the recognition, through the literature, that the consolidation process of public ombudsmen in Brazil is recent, and, more specifically, of ombudsmen in public universities, where gaps in studies on the performance of the ombudsman and their management models. This being a topic of paramount importance, as it leads to the recognition of the realities and possibilities of the ombudsman in universities, understanding its role as an instance of strategic management in the institutional context. It is hoped that this study will make the academic community understand the role and importance of the ombudsman in the institution, as well as instigate new research in the area. Its social relevance is to contribute to encouraging participation and social control in public institutions, improving institutional management and, therefore, improving the public service. The methodology will be developed by a qualitative approach, with a case study strategy, of an exploratory and descriptive nature. Document analysis and interview techniques will be used as a data collection instrument and data analysis will be carried out using Bardin's content analysis
