RESUMO:

The literature indicates that the condition of women facing the labor market is still inserted in a context with discriminatory roots. This condition has a direct effect on their eligibility for RGPS retirement, obtained through a contributory form during their working period. In addition, the feminization of the elderly causes women to spend a longer period as dependents than men. Furthermore, in 2016, another proposal for a social security reform was presented, PEC 287/16, whose central question was to change the parameters for granting benefits to all workers, of both sexes. Considering these situations, this study has as general objective to analyze the effects of gender differentials in the formal and informal Brazilian labor market, classified by schooling, race / color, region and household arrangement, on the eligibility for retirement of the RGPS. In order to do so, we will study the population transitions in the workforce between formal and informal employment, and outside of these, through the multi-staked life table and using as main database the IBGE Continuous PNAD of 2016 and 2017. It is expected, thus analyzing the average time lived by women in formal and informal work, in order to assess whether, given current labor market situations, women would be able to contribute long enough to retire according to the proposed retirement eligibility rules by the PEC. With this, it intends to provide a basis for the debate about the eminent social security crisis related to the gender issue, as well as contribute to public social security and assistance policies that seek not only the financial and actuarial balance, but also the social welfare and the gender equity of the Brazilian population.
