RESUMO:

Population flows for educational reasons are pointed out by international studies as having important relevance when considering subjects such as urbanization, public policies, and economic and cultural development. However, the relation between displacements and human capital has received little focus in Brazilian literature. When the semi-arid of Brazilian Northeast is considered, the shortage of references that consider this type of relationship increases. The Seridó Potiguar is located in the semi-arid region of Brazilian Northeast and it is the area that is studied in this project for it contains specificities such as recurrent droughts, rainfall scarcity and a significant population for the context of Rio Grande do Norte. In addition, the Seridó Region is part of the context of the policy of expansion and interiorization of higher and technical educations. Consequently, public and private higher education institutions (HEI) have emerged and started to provide more conditions and vacancies for new students in the locality. Federal Institutes (FI) were also created, providing higher education along with high school-level technical level. Literature states that different educational indices have influence on demographic components such as fertility, mortality and migration, but this project discusses these effects mainly on migration, considering that this phenomenon is gaining increasing importance in the debate on demographic dynamics. Thus, the overall objective of the study is to identify whether the interiorization and the increase of vacancies in higher education and technical institutions contributed to the process of population retention and redistribution of human capital in Seridó Potiguar between the years 2000 and 2016. For this purpose, the data from the 2000 and 2010 Demographic Census of the Brazilian Institute of Geography and Statistics (IBGE) will be used, as well as the data from the School Census and the Higher Education Census of the National Institute of Educational Studies and Research Anísio Teixeira (INEP), and the data from the Survey carried out by the research project Vulnerability and Adaptation in Brazilian Northeast: Local and Regional Perspectives on Urbanization in Seridó Potiguar. Hence, a descriptive analysis of the collected data will be carried out, as well as a comparative study of sociodemographic characteristics in variables that were sensitive to changes caused by the expansion and interiorization of education.
