ABSTRACT

With the growing prominence of climate change as a central theme in the current environmental crisis, the search for strategies to address its effects in cities has become essential, reflecting the need to include this issue in political agendas. Therefore, it is fundamental to develop mitigation and, above all, adaptation actions within urban planning, given the risks and vulnerabilities that arise from the relationship between society and the environment. This study aims to understand how the creation of climate plans can contribute to reducing urban socio-environmental vulnerabilities and climate risks, based on the experiences of Recife (PE) and Natal (RN). The methodology follows a qualitative approach, grounded in bibliographic review, documentary research, and interviews to achieve the proposed results, which preliminarily indicate that climate plans can only effectively address climate change if they incorporate other elements, such as alignment with local urban policies, institutional capacity, and effective social participation.
