SUMMARY:

The environmental issue has emerged as a key topic that must be addressed within analyses of economic development since the second half of the 20th century. In the 21st century, any discussion about development and economic growth can no longer disregard climate change as a crucial variable for public policy formulation. The purpose of this work is to investigate the economic and social reality of Brazil’s Northeast and to identify a possible alternative grounded in the principles of the bioeconomy — specifically, the exploitation of carnauba wax — as a contributor to regional development, focusing on the semi-arid hinterland of Rio Grande do Norte state. Studies on regional development show that much of the socioeconomic reality of the Northeast — and even more so of the semi-arid zone — stems from its historical, political, and social formation combined with a chronic lack of planning and the institutional neglect of local potential in the formulation of public policies. Although the concept of the bioeconomy remains fluid today, three major schools of thought address the field’s economic and environmental dimensions: biotechnology, bioresources, and bioecology. Each of these approaches has particular characteristics and is grounded in distinct scientific foundations. Through a literature review and a descriptive analysis of the carnauba wax value chain — based on secondary data provided by the Brazilian Institute of Geography and Statistics (IBGE) — this study reveals a gap in the sector. Investments in this area may represent a potential tool to transform the historically adverse scenario faced by the northeastern and potiguar hinterlands and their populations, both economically and socially, as the application of bioeconomic principles to the Caatinga biome emerges as an environmentally sustainable and economically viable alternative for local and regional development.
