SUMMARY:

Mozambique is a country located in the Global South. The Mozambican government has identified the tourism sector as one of the strategic pillars for the growth and development of its economy. In this regard, significant incentives have been created to promote the implementation of both national and foreign tourism projects, with the goal of fostering rapid expansion of the sector. The expectation is to increase revenue collection, stimulate national employment, and support economic balance and diversification through the sustainable exploitation of the country’s tourism potential and the qualified provision of services. The main objective of this thesis is to propose and apply a methodology that broadens the possibilities for analyzing the effects of gains derived from tourism investments in combating poverty among the resident communities of the Praia da Barra area, located in the Conguiana neighborhood, in the Municipality of Inhambane. To achieve this objective, the study aims to: (i) identify how tourists and local businesses spend their money and how these resources circulate within the community, in order to calculate the initial economic impact of tourism in the region; (ii) apply the LM3 (Local Multiplier 3) model to measure the direct, indirect, and induced impacts of tourism revenues on local businesses, analyzing how much of the amount generated by tourism remains in the local economy; (iii) analyze how tourism drives the socio-productive inclusion of the community and assess how this contributes to improving the living conditions of local families; and (iv) propose recommendations aimed at increasing community involvement in tourism ventures, encouraging the use of local suppliers, and strengthening the circular economy in the region. This research is expected to contribute with a methodology more aligned with the reality of tourism’s contribution to community development in the Praia da Barra region. Based on the analysis of the collected data, the study proposes to present recommendations that strengthen tourism governance in a way that expands the inclusion of resident communities in the tourism value chain. Such inclusion could help increase local incomes, reduce poverty, and maximize the economic benefits of tourism for the community. To achieve these objectives, both theoretical and field research were conducted. The theoretical research focused on scholarly works and scientific articles addressing the impact of tourism on local development. It began with a critical approach to tourism development and was ultimately supported by the local multiplier theory. The field research consisted of administering questionnaires and conducting interviews with key tourism stakeholders in Praia da Barra. The LM3 tool was used to determine the local multiplier generated by tourism activity in the region, and it was found that the LM3 for tourism in Barra is 1.36. This value reveals a weak multiplier effect, which may partly explain the persistence of high levels of poverty in the local community of Barra. The comparison between the critical approach to tourism development and the local multiplier theory within the context of Praia da Barra leads to the conclusion that tourism is not effectively addressing the problem of poverty in the region, despite the significant economic impact it has on some families. Therefore, for better results, the governance strategies and all the conditions of tourism implementation must be reviewed by all relevant stakeholders, in the interest of ensuring the sustainability of the sector and the well-being of the communities.
