SUMMARY:

The national political and economic landscape has increasingly shown the implementation of strategies that curtail rights and deregulate the historical gains of the working class. These strategies are being proposed, voted upon, and implemented within the Brazilian federal legislature, led by action groups representing various segments of the national bourgeoisie, most notably the "ruralist caucus," represented by the Parliamentary Front for Agriculture and Livestock. Amidst the consolidation and expansion of agribusiness in the national political arena, this front has wielded significant power and influence in shaping legal provisions that serve its political and economic interests. Thus, the general objective of this dissertation is to understand the influence and the political and economic power of the national agrarian bourgeoisie in consolidating and expanding agribusiness hegemony through the political agenda of the Parliamentary Front for Agriculture and Livestock within the federal legislature. The caucus's role was identified as central to this discussion due to its strength as a political group operating across party lines, as well as its numerical size and ideological alignment with conservative values. Although these characteristics have a long history in Brazil, they became more pronounced starting in 2014, a year marking the emergence of the most conservative caucus since the country's return to democracy, thereby strengthening the group as a key strategic pillar for sustaining and supporting the national bourgeoisie as the dominant class. To this end, the study employs a qualitative research methodology, enabling an analysis of social relationship dynamics through observations and non-quantifiable data. Accordingly, the research involved a literature review and documentary analysis to trace the historical and ideological-political trajectory of the national agrarian bourgeoisie and the Parliamentary Front for Agriculture and Livestock, examining their composition, social networks, and the legislative agendas that shape their actions. Furthermore, the historical-dialectical method was employed to analyze the phenomenon, thereby revealing ways to look beyond mere appearances and grasp the phenomenon's totality. The research findings indicate that the ruralist caucus has played a leading role in coordinating with other legislative blocs to propose and vote on legislation both within and beyond its specific area of interest, thereby directly influencing the country's social, political, and economic interests. It has acted as a pillar of support for maintaining the hegemony of the ruling class, particularly during this recent period marked by severe attacks on working-class rights and social policies. Moreover, the agrarian bourgeoisie as the central class for capital reproduction in the agricultural sector has acted to expropriate and exploit territories and natural resources in defense of its own interests.
