IMPACTS OF WIND CAPITAL EXPANSION ON TRADITIONAL FISHING COMMUNITIES: a study based on environmental compensation in the Ponta do Tubarão State Sustainable Development Reserve - RDSEPT

This master's research analyzes whether the socio-environmental compensations implemented in the Ponta do Tubarão State Sustainable Development Reserve (RDSEPT), resulting from the installation of wind farms, have been guided by principles of socio-environmental justice. Specifically, it investigates whether such measures have enabled improvements in the production and reproduction of the living and working conditions of families subsisting on artisanal fishing and shellfish gathering within that Conservation Unit. RDSEPT, located in Rio Grande do Norte, is characterized as a territory of resistance facing pressure from the expansion of energy capital. The methodological approach is anchored in the historical-dialectical materialist method, structured through a systematic literature review, documentary analysis, and a case study involving semi-structured interviews. The study seeks to unveil the essence of environmental compensations, providing insights for public agencies responsible for environmental management and, primarily, for the strengthening of social movements in their strategies of resistance and territorial preservation. The relevance of this work lies in its ability to reveal the historical and social frameworks that sustain the sociability of these communities, offering theoretical and methodological parameters that can be replicated in other sustainable reserves in Brazil facing similar territorial pressures.
