FAMILISTIC TENDENCIES IN TIMES OF CONSERVATIVE ADVANCEMENT
Bolsa Família Program. Familism. "Social question." Conservatism. Female burden.Through studies of Brazilian social policy, this dissertation reflects on the contemporary tendencies and historical determinations of this space of analysis and action. In this regard, the Bolsa Família Program (PBF) serves as a reference, given its construction and relevance in reality. It is considered one of the government's main initiatives to combat poverty in the country, but one that incorporates complex contradictions inherent to the context in which it was formulated. It is noted that the program carries conservative traits that are in line with the rise of the neoliberal project undertaken since the 1990s, shortly after the achievements enacted by the 1988 Federal Constitution. These aspects bring to the center of discussions the strengthening of familistic tendencies within social policies, making the PBF an interesting field for analyzing these contradictory dynamics inherent to capital. Therefore, this study is constructed considering the following elements: the meaning of social policies under capitalism, Brazil's socio-historical formation, the impacts of the "social question," the development of social assistance and the Bolsa Família Program, the conservative advances in the most recent period (2016-2022), familism-oriented tendencies, and the burden placed on female beneficiaries by extensive family care. These dimensions reflect the structuring of the Bolsa Família program and present it as a challenging area for research.
