SUMMARY:

The dissertation presented here concentrated its efforts on analyzing the financing of social policies to combat domestic and family violence against women in Brazil, establishing the period from 2016 to 2022 as an investigative time frame. We assume that, in recent decades, due to structural and conjunctural elements, the worsening of violence against women in the country has been in line with the gradual defunding of public services designed to combat the problem. At the heart of this debate are elements such as conservatism, neoliberalism, fiscal adjustment, public fund and public budget, given that these are the structures that have historically determined and conditioned the molds of social policies in the country. The work was developed under the aegis of historical-dialectical materialism, establishing as a methodological path a qualitative-quantitative research, of a bibliographic and documentary nature. Theses, articles and other scientific productions were used that establish dialogues with concepts and categories essential to the debate, such as gender, patriarchy, racism, capitalism, violence, State and social policies. As a theoretical framework, we seek to dialogue with authors such as Saffioti (1976, 1987; 2002; 2015); Harvey (2008; 2022); Iamamoto (2008; 2015); Hirata (2008), Salvador (2014; 2015; 2018; 2020) and Brettas (2020). In an attempt to simultaneously understand the financing of social policies and the increase in domestic violence against women, legislation such as the Federal Constitution of 1988, Law no. National Policy Plans for Women (PNPM) and Multi-Year Plans (PPA). Finally, tools such as the Integrated Planning and Budget System (SIOP) and Siga Brasil were applied in this research, which indicate the federal government's investments in multiple areas of management, including social policy to combat domestic and family violence against women. As main conclusions obtained in this study, we highlight three: 1. In Brazil, through the resurgence of machismo and misogyny, we see an ongoing escalation of violence against women in its multiple expressions, with an emphasis on physical and sexual aggression, as well as feminicides. In response to tackling the problem, there is the formulation and operationalization of state measures that are meager, fragmented, and, therefore, insufficient given the complexity and scope of the aforementioned phenomenon; 2. In the Brazilian scenario, an increasingly solid alliance between conservatism and neoliberalism is underway. For women, the result of this combination has materialized in ideological and budgetary offensives, in order to undermine hard-won rights, including investments in social policies guided by the dimensions of gender and race; 3. Under the dictates of fiscal adjustment, there was in the country, especially between 2016 and 2022, an overwhelming defunding of social policies to combat violence against women and promote gender equality, which, in general, highlighted the deeply restricted place of women in the federal public budget, in the Temer and Bolsonaro governments, especially. From this perspective, it was inferred that the defunding of policies for women was not just a class-based usurpation of public funds, but a form of rapine steeped in patriarchal and racist foundations.
